The alternative theory, he
said, is that Shamir "has
been lied to, or fudged to,
that the facts have been
misrepresented to him by
those who speak, or claim to
speak, for American Jewry."
Overall, Lerner said, a
climate exists in the
organized Jewish world in
which Jews do not feel they
can tell Shamir in "loud and
clear voices" that his poli-
cies are "destructive polit-
ically or morally abhorrent."
The danger in these voices
not being heard, he said, is
that Israelis do not realize
that their continued ad-
ministration of the West
Bank and Gaza Strip is
costing Israel support among
American Jews.

Jerusalem (JPFS) — Min-
ister Gad Ya'acobi of the
Labor Party said last week
he would reconvene his bi-
partisan committee on elec-
toral reform within two
weeks to resume discussion
of direct election of the
prime minister.
But disagreements have
emerged on this issue within
Labor itself, when Minister
Mordechai Gur told visiting
parliamentarians at a con-
ference on reform that he
was "completely opposed" to
direct election of the
premier, which party head
Shimon Peres had enthusi-
astically supported the day
before.
Peres said Dec. 16 that
only direct election of the
prime minister would
relieve the large parties of

the burden of having to
satisfy far-reaching
demands by the religious
parties and enable them to
form stable governments. He
said he would support such
reform even without cor-
responding reform in the
way the Knesset is elected,
which he also supports but
does not believe the Knesset
will pass.
Ya'acobi, however, prefers
a scheme suggested by the
Israel-Diaspora Institute
whereby the head of the
largest Knesset faction
would also automatically be
appointed premier. This
system would have the dual
effect of eliminating the
small parties' role in the ex-
ecutive branch and also se-
verely reduce their presence
in the legislative branch.

Spread To Jordan
