They embraced the Bush in-
tervention even though,
unlike Israel, the security of
the United States was hard-
ly involved.
Consider replacing in the
President's speech, shortly
after the invasion, "Israel"
for the "United States" and
"Arab" for "Panama?'
Noriega (The Arabs
".
declared . . . to be in a state of
war with the United States
(Israel) and publicly threaten-
ed the lives of Americans
(Israelis) .. .
"General Noriega's (Arbas')
reckless threats and attacks
upon Americans (Israelis) .. .
created an eminent danger to
the 35,000 Americans (3.5
million Israelis) in Panama
(Israel).
"As President (Premier) I
have no higher obligation
than to safeguard the lives of
American (Israeli) citizens."
Throughout the years,
when Israel has tried to con-
vince critics in America and
the western world, including
such pragmatists as
Secretary of State James
Baker, it has been pressured
and threatened with sanc-
tions unless it eased its
posture toward the Arab
states.

When Israel captured the
terrorist-murderer Sheik Ab-
dul Krim Abeid, Senate Ma-
jority Leader Robert Dole,
leading a chorus of critics in

political expediency at its
worst, soundly lambasted
Israel for its action.
What did the Senator have
to say about the Panamanian
invasion: "It was a good
night's work." So much for
consistency in foreign policy.
The media have been
placid. Headlines were free
of casualty tolls; indeed,
it was almost impossible to
read anywhere the number
of Panamanian casualties
despite the imperative for
reporters covering such
events to focus on the death
toll.
The support Bush received
in Panama was mirrored
when former President
Reagan ordered the bombing
of Libya and when he used
the air force to force down an
Egyptian plane carrying ter-
rorists over sovereign air
space in the Middle East.
These actions were con-
sidered necessary to indicate
that the U.S. will not stand id-
ly by and not retaliate for the
loss of American lives. That
indeed is a noble position.
But why can he U.S. send
such messages with military
action to its enemies for the
loss of one or two U.S. lives —
as regrettable as they are —
but Israel is threatened by
"allies" with intense political
pressure for similar actions
after 40 years of a "state of
war" and the loss of 16,000
soldiers in wars and many
others at the hand of ter-
rorists? ❑

Court Forces JNF Boxes
To Carry A Disclaimer

New York (JTA) — The
traditional blue boxes of the
Jewish National Fund of
America will look a bit
different from now on as a
result of a recent court rul-
ing.
The boxes, known as
pushkes in Yiddish, will still
carry a map of the State of
Israel, as they have for
decades.
However, a disclaimer
reading "Funds contributed
to the Jewish National Fund
of America are used only for
projects within the Green
Line" will now accompany
the map.
In a Dec. 6 ruling, Judge
Shirley Fingerhood of the
New York State Supreme
Court ordered the disclaimer
on all JNF fund- raising ma-
terials, including the blue
boxes, which show a map of
Israel that includes the West
Bank and Gaza Strip.
The decision came after a

year-long legal battle bet-
ween JNF, which supports
afforestation in Israel, and a
group called "The Ad-Hoc
Committee for Jewish Sur-
vival in Judea, Samaria,
Gaza and the Golan."
The committee filed suit
against JNF, charging that
the charity misled donors
into believing that it sup-
ported projects on both sides
of the Green Line, while in
reality, it only allowed funds
to be used within the pre-
1967 borders.
JNF had earlier in
negotiations offered to print
the disclaimer, but the
committee had not accepted
it.
The committee's leader,
Michael Teplow, also heads
Tehiyah USA. Teplow said
that his group was not
satisfied with the disclaimer
and would pursue its case
until JNF ageees to allocate
funds in the territories.
