the link between Palesti-
nians of the West Bank and
Gaza and the PLO, she said.
Rather than presenting a
high profile initiative for
peace between the Israelis
and Palestinians, David
Pollock, Near East research
analyst of the U.S. Informa-
tion Agency, said the
American government
wants to quietly negotiate
with both sides and en-
courage dialogue for a
resolution. Noting that the
government feels an inter-
national conference would
be counterproductive at this
time, Pollock said Israelis
and Palestinians seem to be
working toward a settlement
of the conflict.
But those efforts have been
hurt by the intensification of
the intifada, said Aronoff of
Rutgers. With 12,000
Palestinians detained
without trial, he said the in-
tifada has destroyed Israel's
goal to be a benign occupier.
Aronoff said Israel's
greenline demarking the
distinction between the
Jewish state and the oc-
cupied territories is once
again apparent, and political
polarization is threatening
the weak existence of the na-
tional unity government.
"Israel is undermining its
security by not engaging in
dialogue," Aronoff said.
Gregory Gause, professor
of political science and assis-
tant director of the Middle
East Institute at Columbia
University, described the
Arab world's response to the
intifada as outwardly ex-
uberant but inwardly
cautious.
King Hussein of Jordan is
most threatened by the in-
tifada because the Palesti-
nian uprising could even-
tually spill over to his coun-
try, Gause said. Last year,
he said Hussein relinquish-
ed his quest for control of the
territories to consolidate his
rule and help relations with
the PLO.
For Syria, the intifada has
pressured President Hafez
Assad to accept the mandate
of the PLO while he con-
tinues to support groups at-
tacking the terrorist group
in hopes that all peace at-
tempts will fail, Gause said.
Egypt, while still trying to
regain its stature in the
Arab world, has grown
frustrated with the slow
negotiations. The intifada
and the inability to speed up
the peace process has
