Uruguay, a nation of ap-
proximately three million,
has a Jewish population of
25,000 — the largest percen-
tage of Jews per overall
population of any Latin
American country. Outburst
of anti-Semitism have been
relatively infrequent in the
country often called the
"Switzerland of Latin
America."
However, Uruguay has not
been immune to the scourge.
In December 1987, the nation
was stunned by the murder of
two men — one Jewish and
the other Christian — by a
fanatic neo-Nazi, Hector
Palladino, who had previous-
ly shocked his neighbors by
painting an immense
swastika on the front Of his
house. After the kilings,
several members of the
Jewish commmunity received
threatening phone calls and
Nazi graffiti appeared in
several cities.
More recently, "Alianza
Liberatadora Nacionalista"
(National Liberation Alliance
— ALN), a neo-Nazi organiza-
tion based in Montevideo, has
become increasingly brazen
in disseminating its messages
of hatred and bigotry. The
ultra-right wing cabal, led by
Osvaldo Martinez Juame and
Adolfo Gutierrez Sos6, has
praised Beniot Mussolini and
Rudolf Hess and denounced
Zionism as "a racist organiza-
tion at the service of a
theocratic, chauvinistic,
genocidal minority."
Although ALN was denied
a charter to organize as a
political party, it has remain-
ed quite visible on the
Uruguayan political scene. In
the recent national referen-
dum, the group strongly sup-
ported an amnesty of officials
implicated in human rights
violations during the military
dictatorship. It strongly op-
posed the passage of the anti-
discrimination law, which it
deemed "the work of Zionist
lobbyists," and "an affront to
our people who don't even
know what racial discrimina-
tion is."
Uruguay is the second
Southern Cone nation to pass
such a law; Argentina
adopted a similar anti-
discrimination law in August
1988. Similar legislation com-
batting discrimination and
hate crimes has been in-
troduced twice before in
Uruguay, in 1954 and 1979.
