Call 354-6060 36 FRIDAY, DECEMBER 15, 1989 ecretary of State James Baker and his closest aides were this week convinced that a strong new diplomatic momentum could result from the next round of U.S.-Israeli-Egyptian for- eign ministerial talks in Washington, talks that would make it increasingly more difficult for either Israel or the Palestinians to walk away from the peace process. State Department spokesman Richard Boucher insists that Baker will re- main personally engaged in the process. The Americans have clear- ly been encouraged by Egypt's acceptance "in prin- ciple" of Baker's five-point framework for achieving an Israeli-Palestinian dialogue in Cairo. They acknowledge, however, that many serious differences between the Israeli and Egyptian governments remain unresolved, including the selection of Palestinians for those talks and the scope of the agenda. Baker is expected to meet in January in Washington with Israeli Foreign Min- ister Moshe Arens and his Egyptian counterpart, Esmat Abdel-Meguid. The three-way session is design- ed to set the stage for the start of Israeli-Palestinian talks in Cairo. Boucher made clear that the U.S. dialogue with the PLO in Tunis will continue at the same time. Like other U.S. officials, Boucher again noted that the qualified acceptance by Israel and Egypt of Baker's five-point plan was but an initial step on the road to an Israeli-Palestinian dialogue. Margartet Tutwiler, the State Department spokeswoman, refused to spell out the exact Egyptian and Israeli reservations. Other U.S. officials said there was reason to assume that the PLO had quietly "signed off" on the Egyptian reply, although Tutwiler maintained that the U.S. was dealing on this matter only with Egypt. She conceded, however, that "it is quite obvious" that Egypt has been talking to the PLO. Prime Minister Yitzhak Shamir and other Likud ministers have steadfastly maintained that Israel will not negotiate even indirectly with the PLO. Boucher also called on Israel to take another look at its decision banning Palesti- nian activist Faisal Husseini from visiting the West Bank and Gaza for the next six months. Husseini lives in east Jerusalem. In announcing the Egyp- tian decision earlier last Moshe Arens: Due in Washington. week, the State Department also publicly released for the first time the full text of Baker's five-point proposal: "1. The United States understands that because Egypt and Israel have been working hard on the peace process, there is agreement that an Israeli delegation should conduct a dialogue with a Palestinian delega- tion in Cairo. "2. The United States understands that Egypt cannot substitute itself for the Palestinians and Egypt will consult with Palesti- nians on all aspects of that dialogue. Egypt will also consult with Israel and the United States. "3. The United States understands that Israel will attend the dialogue only after a satisfactory list of Palestinians has been work- ed out. "4. The United States understands that the government of Israel will come to the dialogue on the basis of the Israeli govern- ment's May 14 initiative.
