the Arab-American Cultural
Foundation was disclosed,
and when it was revealed
that the foundation had pur-
chased $30,000 worth of
videocassettes of her
previous documentaries.
Funding for A Search for
Solid Ground, which cost
$382,000, came from four
New York businessmen,
Lester Pollack, Fred
Schwartz, Larry A. Silvers-
thin, and Seymour W. Zises.
Each is active in national
Jewish organizations. Ac-
cording to the Times, the ex-
ecutive producers of the film
were assisted in their quest
for funding by Uriel Savir,
Israel's counsel general in
New York.
The executive producers of
A Search for Solid Ground,
began seeking underwriters
for the project in September,
1988. Savir, the Israeli
Counsel, was then among
those they approached.
When press accounts started
appearing the following spr-
ing about PBS's plans to
broadcast Days of Rage,
Savir suggested the film-
makers ttalk with Fred
Schwartz, a New York in-
vestment and fur executive.
Schwartz helped recruit the
other underwriters.
Barry Chase, PBS vice-
president for programming,
told the Times that the pro-
ducers of A Search for Solid
Ground had complete edito-
rial control of the film. The
film's four underwriters and
Savir, the Israeli counsel, he
said, will not see the film un-
til it is broadcast by PBS.
But to Zogby, PBS's accep-
tance of pro-Israeli funding
for a show, and the net-
work's decision last
September to investigate
Franklin-Trout's funding for
Days of Rage, "by definition,
means that to PBS Palesti-
nian funding is wrong and
Israeli funding is neutral."

In the current issue of
Columbia Journalism
Review, author Steve Emer-
son examines the Public '
Broadcasting System's fun-
ding procedures and, par-
ticularly, whether the cur-
rent system paves the way
for possible conflicts of in-
terest and whether a new
system can be devised.

"Long-time observers" of
PBS told Emerson that the
network "routinely"
violates its own funding
rules.
