inside the CIA.
He remembered that the
Israeli assessment in the
days leading up to the war
was that the Egyptians
would have to be crazy to at-
tempt a cross-Suez Canal
landing. The Bar-Lev Line
seemed so strong. The
United States, impressed by
Israel's Six-Day War victory,
shared that assessment.
"That's when you assume
that your adversaries are go-
ing to have the same ra-
tionality that you have. That
your judgments of what's in
their best interests are going
to be their judgments of
what's in their best inter-
ests.
"Both the U.S. and Israel

the best thinkers in
Washington and in Tel Aviv
all thought that the Egyp-
tians would be nuts to laun-
ch a trans-Suez assault and,
therefore, they wouldn't do
so."
But the experts again were
wrong. Said Carver, "The
decision to strike was made
not by American or Israeli
intelligence officers, but by
Egyptian generals who saw
things in a different light."
Thus, the failure was not
so much the result of a lack
of information. It was the
result of a misinterpretation
of that information.
"It was much more a flaw
in analysis than it was in the
collection," Carver said.
Carver denied that the
United States was relying on
Israel completely.
