your judgments of what's in
their best interests are going

what's in their best inter-
ests.
"Both the U.S. and Israel
were aware that the Egyp-
tians were doing something
funny," Carver said. "They
were assembling rubber
boats on the banks of the
canal. They were practicing
amphibious exercises: But

But the experts again were
wrong. Said Carver, "The
decision to strike was made
not by American or Israeli
intelligence officers, but by
Egyptian generals who saw
things in a different light."
Thus, the failure was not
so much the result of a lack
of information. It was the
result of a misinterpretation
of that information.
"It was much more a flaw
in analysis than it was in the
collection," Carver said.
Carver denied that the
United States was relying on
Israel completely.
