wrong. Said Carver, "The
decision to strike was made
not by American or Israeli

Egyptian generals who saw

Thus, the failure was not
so much the result of a lack
of information. It was the
result of a misinterpretation
of that information.
"It was much more a flaw
in analysis than it was in the
collection," Carver said.
Carver denied that the
United States was relying on
