"This goal is civilian and na-
tionalistic at once.
"After 1988, there are
fewer Israeli Arab citizens
who believe that integration
into the mainstream of the
state — that is to say, in
Zionist parties — will ad-
vance their interests in the
civil sphere, and there are
more Arabs who think that
in order to achieve equal
rights, they must organize
themselves in a separate
framework.
In contrast to these
themes, Yosef Ben-David, a
senior lecturer in an-
thropology at Ben-Gurion
University and researcher at
the Jerusalem Institute for
Israel Studies, presents a
less sanguine view.
Ben-David concludes that
Negev Beduin voting pat-
terns in the 1988 Knesset
elections indicate that the
intifada has contributed to a
phenomenon of alienation
from the state and has
signalled the first signs of
nationalist influence among
a population that has tradi-
tionally expressed its loyalty
to the state by voting for
Zionist parties.0

Tel Aviv (JPFS) — Tel
Aviv's non-Jewish popula-
tion continues to grow; its
Jewish population continues
to fall and the total city
population is shrinking, ac-
cording to statistics released
by city hall.
Of Tel Aviv-Yafo's 317,806
permanent residents in
1988, 11,138 were non-
Jewish, up from 9,669 in
1983, when the total city
population was 329,179.
The city's Arab population
in 1988 rose by some 300,
while the Jewish population
shrank by some 2,000. The
major reason for the larger-
than-average fall in the
overall population is a more
than 100 percent increase in
emigration by Tel Avivans,
with 2,818 leaving Israel in
1988, compared to 1,221 the
previous year.
The number of new im-
migrants coming to Tel Aviv
rose marginally from 1,217
in 1987 to 1,281 in 1988.
