In contrast to these themes, Yosef Ben-David, a senior lecturer in an- thropology at Ben-Gurion University and researcher at the Jerusalem Institute for Israel Studies, presents a less sanguine view. Of Tel Aviv-Yafo's 317,806 permanent residents in 1988, 11,138 were non- Jewish, up from 9,669 in 1983, when the total city population was 329,179. The city's Arab population in 1988 rose by some 300, while the Jewish population shrank by some 2,000. The major reason for the larger- than-average fall in the overall population is a more than 100 percent increase in emigration by Tel Avivans, with 2,818 leaving Israel in 1988, compared to 1,221 the previous year.
