didates for the nation's top
civil rights enforcement

Island attorney.
During the Reagan ad-
ministration, the critical
post was occupied by the

controversial William Brad-
ford Reynolds, who was
widely criticized for his
unenthusiastic enforcement
of federal civil rights legisla-
tion.
The post has been vacant
for more than a year. Early
this year, the Bush ad-
ministration nominated
William Lucas to the post.
Lucas, a black Republican
from Michigan, was
criticized by civil rights
groups because of his lack of
experience in civil rights
law. After a bitter congres-
sional fight, the nomination
was rejected.
Siskind, a conservative,
served in the civil rights
division during the Reagan
administration. Jewish
groups appear ambivalent
about the expected nomina-
tion. "Obviously, we're go-
ing to get a conservative in
the post," said an official
with a major Jewish
organization here. "At least
Siskind has the experience
that Lucas lacked. And we
know his track record; he's
somebody we might be able
to work with."

Nunn Co-sponsors
Hate Crimes Bill

Boosters of the Hate
Crimes Statistics Bill
received a badly needed lift
when Sen. Sam Nunn,
D-Ga., signed on to the
legislation as a co-sponsor.
Nunn was •a primary
target of the bill's sup-
porters, a group that in-
cludes every major Jewish
organization. Nunn's deci-
sion is expected to trigger a
similar action by his Georgia
colleague, Sen. Wyche
Fowler Jr., also a Democrat.
If Fowler signs on, the
Hate Crimes Statistics Bill
will have 57 co-sponsors —

three short of the 60 re-
quired to defeat the bill's
primary opponent, Sen.
Jesse Helms.
The bill mandates the col-
lection of data on crimes
based on the victim's race,
religion or sexual orienta-
tion.. It is this last provision
that has generated ferocious
opposition from Evangelical
Christians, as well as Sen.
Helms.
But if promoters can reach
the magic number of 60 co-
sponsors, Helms will be
unable to attach crippling
amendments. ❑
