Palestinians?

We have found a serious
misunderstanding in the
American public regarding
the so-called "Palestinian
delegation" that is often men-
tioned by the State
Department.
We represent the Jewish
Palestinians. Only persons
having the national status
designated Palestinian
citizen in their identity cards
and/or passports issued by the
high commissioner for
Palestine are legal
Palestinians.
When the United Nations
voted the State of Israel into
being, we numbered more
than 600,000 Palestinian
Jews. This number was 40
percent or more of the legal-
ly constituted Palestinians.
Only Jewish Palestinians can
trace their roots in this land
from time immemorial.
Jewish Palestinians have
remained here in spite of
every invasion and every
change of government. We
Jewish Palestinians must be
a party to any meeting at
which the 'Arab Palestinians'
wish to have representation.
As a note, Palestine Libera-
tion Organization Chairman
Yassir Arafat never had nor
deserved Palestinian papers
as he was born in Egypt and

Amnesty Hits
Arab Murders

London (JTA) - Palesti-
nian leaders have "endorsed
or failed to condemn" the
killings of Palestinian Arabs
by fellow-Arabs in the Israel-
administered territories,
Amnesty International has
charged.
The private, London-based
international human rights
agency said that "more than
120 Palestinians have
reportedly been killed by
other Palestinians between
December 1987 and October
1989" for allegedly col-
laborating with Israeli au-
thorities.
The dates coincide with
the Palestinian uprising in
the West Bank and Gaza
Strip.
Amnesty International
charged further that some of
the victims seem to have
been interrogated and tor-
tured.
The statement added:
"Palestinian leaders are
reported to have called for
restraint and for warning
procedures to be adopted
first, but nevertheless to
have endorsed or failed to
condemn the killing of col-
laborators."
Noting that Amnesty In-
ternational intercedes only
with governments, the
statement observed that "in
the occupied territories, the
Israeli government has ex-
clusive de facto jurisdiction
and is therefore solely
responsible for law enforce-
ment.
"It is therefore up to the
Israeli authorities to bring
to justice those involved in
the killings of alleged col-
laborators."
