Washington deter-
mined to avoid an open clash
with President George Bush
and Secretary of State
James Baker. He succeeded
in that mission.
American and Israeli offi-
cials agree that many very

sensitive differences bet-
ween Washington and
Jerusalem remain in limbo,
including the specific
assurances sought by
Shamir in connection with
Israel's qualified acceptance
of Baker's five-point
framework proposal.
But Shamir was lucky. He
arrived in Washington while
Egypt and the PLO were
still officially undecided
about the Baker proposals.
The prime minister would
have had a much more
difficult time if the Egyp-
tians had replied with their
own qualified yes.
Israel, Shamir repeatedly
maintained, has come for-
ward with an impressive and
risky peace initiative. The
May 14 Cabinet proposal for
Palestinian elections on the
West Bank and Gaza repre-
sents the best prospect for
advancing peace, he said.
Israeli officials acknowl-
edge that the prime minister
had been fortunate. U.S.
disappointment with the
Egyptians, they said,
automatically bolstered
Israel's stance.
But Shamir is much too
shrewd to mislead himself
into concluding that every-
thing is perfect in the

U.S.-Israel relationship. Ac-
cording to his aides, he is
still convinced that Israel
faces some very rough
moments with the Bush ad-
ministration in the im-
mediate period ahead.
Still, just as he succeeded
in patching up festering
differences during several
previous visits to
Washington over the years,
the prime minister has now
managed again to ease some
of the strains between
Washington and Jerusalem.
Neither Bush nor Baker
wants any real confrontation
with Shamir. Thus, they did
not make a big deal out of
several irritants in the
U.S.-Israel relationship,
fearful that any such course
would merely set back
overall peace prospects.
While going through the mo-
tions of complaining about
Israel's continuing military
relationship . with South
Africa and its West Bank
settlement policy, they did
not harp on these issues.
A relatively harmonious
relationship is seen by Bush
administration officials as
essential in convincing
Israel to take serious risks

ding the invitation as a way
to underline their irritation
