onflict, unity and
healing were the
themes stressed by
Mandell "Bill" Berman of
Detroit, Council of Jewish
Federations president, at the
keynote plenary Nov. 15 at
the CJF General Assembly
(GA) in Cincinnati.
Berman referred to the
Boston GA of 20 years ago as
a benchmark in national
community thinking. A
group of Jewish university
students had planned to
disrupt the GA with demon-
strations demanding more
funding for Jewish edu-
cation. Berman said CJF of-
ficials met with the students
and promised to hear their
demands if they became in-
volved in CJF meetings.
"It was a critical turning
point," Berman told the
2,500 GA delegates last
week. "Out of that con-
troversy came a richer com-
munal system. We re-
prioritized when we realized
that Jewish communal life
was eroding."
Berman said the CJF had
dealt successfully "so far"
with last year's controversy,
the attempts in Israel to
amend the Law of Return.
But the debate over the Or-
thodox effort to amend' the
law had left divisions and
setereotyping within the
Jewish community. "That is
why this is a time to heal,"
he said. "We must remind
ourselves of the elements
that bind us together, that
make us one."
He called the wave of

Soviet immigration "a once-
in-a-lifetime opportunity"
that is also a challenge to
Israel and the Jewish fed-
eration infrastructure in the
United States. "New York
alone is receiving 50 percent
of the refugees" coming to
the United States and "we
must help resettle as many
as choose to come here."
A second challenge, he
said, is to help those Jews
who remain in the Soviet
Union "to become Jews
again. The tree may have
died, but 70 years later,
amazingly, the roots are still
alive."

the 1990 national Jewish
population study, the need
for a national system of
Jewish priorities, and
methods of intersectional
help, "particularly in the
Sun Belt where we must
build resources and agencies
to serve rapidly growing
Jewish populations."
"We will help Israel
become the destination of
choice for more and more
Soviet Jews," Berman said,
"and we will help integrate
them into Israeli society.
And we will continue to find
the means to resettle Soviet
Jews who come to North
America and we will in-
tegrate them into our own
environments." ❑
