All Jews do have religious, emotional or historical ties to Israel, and Kook is far from being opposed to their coming to live in Israel. But it is a choice, not a duty. The Jewish nation concept is in- jurious, he believes. To Kook, the conditions for peace and security for Is- rael cannot come into being until the basic issue is re- solved. This has a bearing on the Palestinians, as well. "The truth is that there cannot be peace because Is- raelis are afraid of the Arabs," Kook says. "The problem is not the PLO but the Palestinian people. We ourselves caused the creation of their national movement because Zionism did not have a program for Israeli Arabs. It is neces- sary to recognize Palestin- ian nationality." What about Israel's polit- ical left, which does recog- nize Palestinian nationality? Says Kook, "Those who make the first necessary step unfortunately are also the people who close their eyes to the fact that we have been at war for 40 years against those who are dedi- cated to our destruction." Several years before the intifada, Hillel Kook had this to say about the Pales- tinian question: "The Palestinian problem has to be faced squarely and realistically. There is a Pal- estinian people. I see no rea- son to continue claiming that there is no such people. At the same time, Israel claims that there is a Jorda- nian people, when in fact there isn't. There is a Jorda- nian state and a Palestinian people. "The Israel government should launch an energetic peace offensive toward the Palestinians, recognizing their existence as a people. After the recognition, Israel should endeavor to convene a peace conference which would work from the prem- ise that in the territory of Palestine there are two na- tion-states — Israel and Pal- estine, which is now called Jordan. The peace confer- ence should aim to trans- form the (existential) con- flict into a boundary dispute between the two nations. They would negotiate a set- tlement over the disputed territory that changed hands in the war of 1967. Today, Kook still believes there is room for optimism.
