"The question is the nature
of that society and the na-
ture of its leadership.
"Everything I have seen
coming out of the younger
Germans who have been
leading the anti-Communist
fight in East Germany sug-
gests to me that they are
likely to be a welcome addi-
tion to the political
framework of Germany and
of Europe."
In the long run, according
to Avineri, the United States
must begin to find a way of
guaranteeing that an emer-
ging Germany is not given
free rein to dominate
Europe.
"One of my worries is that

in the United States there
isn't much thinking about a
new Marshall Plan in
Europe," Avineri said. "Not
aimed against the Soviet
Union, but aimed at creating
a new balance of power in
Europe, because the post-
World War II balance of
power is disintegrating."
Even while policymakers
debated the near and long-
term ramifications of the
new era, however, many
admitted they were deeply
torn by their feelings.
Now that Germany seems
to be entering a new era of
freedom, Meed said, "I
cannot go around asking for
vengeance. But I cannot be
asked to forget." ❑

USC Cancels Kahane,
Gets Lawsuit Threat

Los Angeles (JTA) — Rabbi
Meir Kahane has threatened
to sue the University of
Southern California after of-
ficials barred him from
speaking at the university's
Bovard Auditorium.
As it was, the former
Knesset member and leader
of the Kach Party tried to
deliver a six-minute talk on
Nov. 1 in a public area out-
side the auditorium, which
quickly degenerated into a
shouting match between
Kahane and 50 students,
most of them Jewish.
Kahane assailed the USC
administration for reneging
on its earlier decision allow-
ing him to speak in the
auditorium. He charged that
campus officials had caved
in to "Arab money on cam-
pus."
According to Dr. James
Dennis, a USC vice presi-
dent, the university cancell-
ed the talk on security
grounds. "For the safety of
the students, spectators and
the rabbi himself, we had to
do it," Dennis said. He added
that the university's diverse
population, including 4,000
foreign students, created an
unsafe atmosphere for
Kahane.
During the audible part of
his talk, Kahane said that
southern California's Arab
population will increase
because "we will take them
out of Israel."
As he left the campus sur-
rounded by plainclothes Los

Angeles police officers,
Kahane declared himself
satisfied with his ap-
pearance, even if no one
