These two phenomena feed
on each other."
The result is a kind of ex-
ponential increase in in-
stability. And in the Soviet
Union, political instability
and economic frustration
have long been correlates of
anti-Semitism.
The nationalist and
autonomy movements pose
different risks — and
different opportunities — for
Soviet Jews.
The upsurge in nation-
alism in places like Armenia
and the Ukraine could
rekindle age-old ethnic an-
tagonisms. Anti-Semitism is
deeply rooted in these
populations; to the extent
that the heavy hand of
Moscow suppressed nation-
alist movements since the
Revolution, the inherent an-
ti-Semitism has been kept in
check.
With controls loosening
and nationalist fervor moun-
ting, the fear is that anti-
Semitism could re-emerge as
a significant force in uniting
these populations against
the Soviet system.
At the same time, there is
evidence that some Soviet
authorities may not be
reluctant to use anti-
Semitism as a bludgeon to
fight the growing nationalist
sentiment. According to
Volodymyr Yavorisky, a
deputy to the Soviet Con-
gress of Peoples Deputies
and a Ukrainian leader, the
KGB recently passed out an-
ti-Semitic leaflets in the
name of his Ukrainian na-
tionalist movement. The
KGB action, he told a
Washington audience re-
cently, was an obvious effort
to pit nationalist groups
against each other.
In a sense, Jews in these
regions are caught in a
squeeze from several direc-
tions. If they hold back from
the surging nationalist
movements, they risk reviv-
ing traditional anti-
Semitism in those regions. If
they join, they risk becoming
primary targets in any
government crackdown.
The specter of rising anti-
Semitism adds to the vola-
tile mix. Soviet Jewry ac-
tivists who have visited the
Soviet Union universally
report a sharp increase in
the perception of anti-
Semitism among Soviet
Jews.
