throwing budget projection&

for 2,200 Russians. In June,

ward for 7,000. Last month,

vinced that China has provid-
ed a bitter model. "Soviet
Jews see what happened to
the Chinese democracy move-
ment, and they're afraid
glasnost could go the same
way. If they want to get out,
they feel they'd better get out
now."
Along with the influx of
Russians, Katz hopes the UIA
will have another group of im-
migrants to consider in light
of Ethiopia's decision to
restore diplomatic ties with
Israel.
The price tag is enormous.
For the Soviet emigres,
Jewish Agency and American
leaders are projecting a $2
billion housing, absorption
and employment program,
with a Diaspora share of $500
million. Additional funds
would have to be raised for
Ethiopian Jews.
Katz said the Jewish Agen-
cy has had to undergo major
budget cuts in critical pro-
grams like Youth Aliyah and
rural settlement. In addition,
many Project Renewal
neighborhoods are suffering
from a shortage of funds.
Costs aside, Katz says Israel'
is prepared to make sacrifices
for the new wave of
immigration.
Israel's priorities are peace,
defense and immigration.
"But we can't do the job at the
expense of the poor. And we
can't do it alone. We have to
turn to the Jews of America."
