According to Ehud Olmert,
the cabinet minister in

first
nine months of 1989

there were 17 cases of Israeli
Arabs attacking Jewish
targets with Molotov
- - cocktails, 14 cases of sabotage
or attempted sabotage with
explosive devices, and 61
cases of politically inspired
arson. In addition, the police
dealt with 265 separate cases
of nationalist agitation, such
as the public display of the
Palestinian flag.
Arson is a particularly

serious problem. At the end of
June, following a spate of
man-made fires in the Beit
Shean valley, Israeli farmers
decided to take matters into
▪ their own hands. Yigael
Shahar, the head of the Beit
Shean Council, distributed a
warning to two nearby Arab
villages: "Until now, we have
refrained from harming the
innocent population," it said.
"But the protection you pro-
vide to those who seek to
strike at us will force us to
take action that will affect
the entire population."
Another serious problem
has been the security of
Israeli vehicles travelling
along roads that pass Arab
villages in the Galilee. In late
September, an Egged bus was
pelted with Molotov cocktails,
rocks and axes near the
village of Barta, in the Ar'ra
Valley. Ar'ra is a village
which was split down the
middle after the 1948 War —
half of is in Israel, the other
half in the West Bank.
Following the incident,
police staged a major raid,
hoping to put a stop to the
harassment of cars and buses.
Barta's residents were caught
in the middle. "We are trying
to be OK with the Israeli law,
and also with the other side,
the intifada," said village
headman Riad Kabha.
This more or less sums up
the dilemma of many Israeli
Arabs. The majority support
the intifada, vote for anti-
Zionist parties and are
rooting for a Palestinian
state. But most have, thus far,
refrained from crossing the
line from political sympathy
to active collaboration in the
uprising.
Some Israeli experts believe
that it is only a matter of time
before that happens. Writing
in the Israeli newspaper
Ma'ariv, the Prime Minister's
former advisor on Arab af-
fairs, Amos Gilboa, called the
current unrest, "a seed blow-
ing in the wind." ❑
