Israel Says It Has
Proof PLO Still Bloody

Israeli authorities in the
Gaza Strip said this week
that they had found a cache
of secret documents detail-
ing how the PLO is hiring
locals in the area to
assassinate other Palesti-
nians and carry out
"military activity" against
Israelis.
A report on the front page
of the New York Times on
Tuesday said that two "well
connected Palestinians, one
from the West Bank and the
other from Gaza," who are
PLO supporters, reviewed a
document provided by the
Israelis and concluded that
"many points seem to be ge-
nuine, but it's impossible to
know."
That document is a letter
from a PLO official in Tunis
ordering a known operative
for Fatah, Yassir Arafat's
wing of the organization, to
carry out attacks on "two
levels" — against Palesti-
nians suspected of coop-
erating with Israel, and "the
second level will be against
the enemy directly with

hand grenades."
The handwritten docu-
ment, dated August 18,
details how some of the at-
tacks should be carried out
and then credited to a fic-
tional group, "the Revolu-
tionary Eagles."
In recent weeks, a group
calling itself the Revolu-
tionary Eagles has in fact
taken public credit for
several attacks.
"We want to work in this
way," the document says,
"in order not to cause the
organization responsibility
in this period because there
is negotiation with the
United States on the polit-
ical level."
Israel has claimed that
despite Arafat's public re-
nunciation of terrorism last
winter, the PLO has con-
tinued to carry out attacks
against Israel.
Israeli officials say that
they have counted at least
100 attacks of various types
(79 against Israelis and 21
against Palestinians) by
operatives of Fatah since the
PLO recognized Israel and
renounced the use of ter-
rorism last November.
It is these continued ter-
rorist activities, according to
Yossi Ben Aharon, an aide to
Prime Minister Shamir,
"that arouse our suspicions"
and make the Israeli right
wing unwilling to par-
ticipate in Egyptian or
American peace proposals.
