says Chavit. "Look at Elscint,
Polgat, other privately owned
or government owned enter-
prises that have been in
serious trouble. There are
150,000 people out of work,
and only 10,000 have been
fired by us. This a general
situation, not a particular
Histadrut problem."

The other prong of the
Likud strategy is to argue
that the results of the upcom-
ing election will be regarded
around the world as a test of
Israel's policies on the future
of the West Bank and Gaza.
In last March's municipal
elections, the Likud adopted
this tactic and won a startling
national victory that gave it
control of the national mayors
organization for the first time
in history. Likud planners are
hoping for a repeat, and
Prime Minister Yitzhak
Shamir has repeatedly told
campaign workers that the
election should be regarded —
and portrayed — as a vote of
confidence for his hard-line
policies.
Should the Likud succeed
again, it will be a serious
blow to the Labor Party.•
"There is tremendous impor-
tance to these elections," says
Labor's Chavit. "We lost the
Knesset elections and the
municipal elections. This is
the final test of how much the
Labor Party has been
weakened. This is our last
chance to stop the erosion."
The Labor Party claims to
be optimistic. "Among the
public at large there is prob-
ably a fifty-fifty split between
Labor and the Likud," a His-
tadrut official said. "But the
activists are all with us. After
all, they are party members.
In simple terms, when it
comes to the Histadrut, we
have a machine and the
Likud doesn't.
Likud spokesmen are
equally upbeat. "We may be
able to get the Labor Party
under fifty percent for the
first time, and force them in-
to a coalition," says spokes-
man Granit.
This notion horrifies the
Labor Party. "Once the right-
wing talked about 'breaking'
the Histadrut," says Chavit.
"Today, they speak of 'captur-
ing' it. But it amounts to the
same thing. The Histadrut is
part of the Labor Party, closer
than a siamese twin. If the
Likud was to 'capture it it
would be like capturing a part
of the Labor Party — and that
just can't happen." ❑
