Norma Silver, director of the Jewish Information Ser- vice, has been named senior consultant to the Planning Department of Federation. Previously director of federa- tion's Neighborhood Project, she is succeeded by Rhoda Raderman, who was assistant executive director of the Jewish Vocational Service and Community Workshop since 1981. Carla Mintz-Newman has been hired as a staff associate in Federation's Planning Department. For three-and-a- half years, she has been assis- tant director of the Anti- Defamation League. Ken Bernard has been pro- moted to the position of microsystems manager. Howard Salter has been hired as communications associate.
