Minister. At the time, the
plodding Shamir was seen as
an interim candidate. But six
years later, he is once again
Prime Minister, and his con-
trol over the party apparatus
and Central Committee are
stronger than ever.
As Prime Minister, Shamir
remains a puzzle. He has a
gentle, grandfatherly style
that is at odds with his
reputation for private bursts
of temper, and the suspicion
that he is ruthless. As an
underground leader, Shamir
authorized the execution of
one of his colleagues, Eliahu
Giladi — and there are
rumors - that it was he who
pulled the trigger. The story
has never been confirmed
(Shamir refuses to discuss it)
but it has persisted, and pro-
vides one of the few clues to
Shamir's character.
Another aspect of the
Shamir style is a stubborn
self-sufficiency. During his
underground . days, Shamir
escaped from a British prison,
and spent more than a year
hiding in a small apartment
in south Tel Aviv. During that
time he spent every day alone
in the flat, walking barefoot
and sleeping on the floor to
keep his presence secret from
downstairs neighbors, and
venturing out only at night.
"Shamir doesn't really need
anybody,' says a longtime
aide. "He relies on himself,
and he is very self-contained.
People may say they know
what he's thinking, but if so,
they didn't hear it from him!
In some ways, Shamir's
mystique stems from his
taciturn political style. He
rarely makes public declara-
tions, and shies away from
the dramatic style of his
predecessor, Manachem
Begin. "Shamir's entire ap-
proach is, 'I've seen it all
before, everything passes
eventually, " says a Likud
politician who has had a
rocky relationship with the
Prime Minister. "Sometimes
that's because he's basically
calm, but sometimes it's an
excuse for not doing any-
thing?'
Doing nothing has proved
an effective tactic. Shamir
used it to defeat the proposal
for an international peace
conference, and to undermine
Shimon Peres' negotiations
with Jordan's King Hussein.
In both cases, he criticized the
Labor Party leader for sup-
porting dangerous initiatives,
and simply kept saying no un-
til they disappeared.
If the stonewall is at the
heart of Shamir's leadership
style, so, too, is a certain flex-
ibility toward his own com-
mitments.
