French Bicentennial
Recalls Rights Activist

T

he Declaration of the
Rights of Man was
first pronounced in
France during the Revolution
of 1789. But it was not until
two years later, in 1791, that
Jews were declared citizens of
that country. France was the
first country in Europe where
Jews were granted
citizenship.
This year, as France
celebrates the bicentennial of
her Declaration, it is fit to
recall that one of the most
prominent figures to advance
the Declaration's ideals in the
20th century was a person
whose achievements were
remarkable both as a Fren-
chman and a Jew.
Rene Samuel Cassin,
author of numerous books
and recipient of the highest
French and foreign honors,
was one of this century's
leading figures in the strug-
gle for human rights. In 1968
he was awarded the Nobel
Peace Prize. After his death,
in 1976, France honored him
with her supreme sign of
recognition, by placing his re-
mains in the Pantheon of
Paris.
Only a select number of the
country's most illustrious
citizens have been laid to rest
in the Pantheon. Cassin was
the first Jew to be honored in
this way.
The son of Azaria Cassin
and Gabrielle Deborah
Dreyfus, Rene Samuel was
born in 1887, in Bayonne,
France. His mother's roots in
Bayonne went back to the
time of Napoleon.
Cassin came from a home
rich in French and Jewish
traditions. All the Cassin
children were educated by
tutors, in their secular
studies. Their Jewish educa-
tion was provided by their un-
cle, the chief rabbi of Nice.
One of the brothers later
became president of the
Jewish Community Council
of Marseilles. A cousin, Max
Cassin, was to become a vice-
consul in Spain.
In 1891 the Cassin family
moved to Nice, where Rene
Samuel celebrated his bar
mitzvah in 1900. He studied
law at university, and moved
to Paris in 1909 where he
earned his doctorate in law in
1914. With the start of World
War I he was drafted into the
army, and two months later
he was severly wounded. He
was decorated with the Croix
de Guerre and the Citation of
the Order of the Army.

After the war, Cassin, who
became a professor of law, was
one of the founders of the
Federal Union of War
Veterans and worked on
legislation to benefit war
veterans and persons wound-
ed in the war.
From 1924 to 1938 he serv-
ed as a delegate to the League
of Nations in Geneva. Cassin
spoke out early about the
dangers of Hitler's rise. In
1937, at a meeting of 20,000
war veterans in Grenoble, he
predicted accurately the
disasters ahead. "The bombs
which fall at this moment
over Shanghai and Madrid,"
he said, "are but a harbinger
of the bombs which will fall
on French cities, and on our
houses."

many in 1940, Cassin was
among the first prominent

civilians to join General
Charles de Gaulle in London
and to support his call for
resistance. He became a key
member of the Free French
government in exile, and was
instrumental in drawing up
the agreement between Chur-
chill and de Gaulle which
defined the status of the Free
French forces. hi July 1940 he
gave the first of 140 BBC
broadcasts, denouncing the
Vichy government and en-
couraging the forces of the
Resistance. Cassin lost
several relatives in the
Holocaust.
In May 1942, de Gaulle ap-
pointed him president of the
Alliance Israelite Universelle.
It was a challenge for Cassin
to maintain its institutions
during the war, when they
were cut off from the Parisian
head office and deprived of
financial aid.
After the war Cassin
became president of the
Council of State, France's
highest administrative court,
and held other high legal and
administrative offices. As
president of the Alliance
Israelite Universelle, his post-
war task was to guide the
cultural and spiritual
rehabilitation of the survivors
of the Holocaust both in
France and abroad, but
especially in Israel. Cassin re-
mained president of the
Alliance for the rest of his life.
