It is unrealistic to talk about making peace and keeping all the land in the same breath." Defense Minister Rabin took issue with Shamir's ac- cusation that accepting the Mubarak plan was tanta- mount to talking with Yasir Arafat. "We are not sug- gesting negotiations with the PLO," he told a meeting of the Labor Party's central commit- tee. "Seventy percent to 100 percent of the Palestinian delegates would be residents of the territories, and the others would be former residents who have been ex- pelled." He also reminded his audience that in 1981, the Likud government headed by Menachem Begin, indirectly negotiated a cease-fire with the PLO on the Lebanese border. The deep disagreement over the plan has led to warnings by both sides that the govern- ment could break up. But political analysts here believe that is unlikely, at least in the short term. "There seems to be a bit of a crises right now," said pollster Chanoch Smith. "But neither side wants to break up the govern- ment, and they are going to work hard to find a com- promise." Indeed, both parties have an interest in maintaining the unity government. Hav- ing narrowly won last year's election, Prime Minister Shamir is not anxious to go through another gruelling campaign. There is also the possibility that, should the government collapse, Labor would be able to set up an alternative coalition, headed by Peres. Several Orthodox political leaders, including Absorption • Minister Rabbi Yitzhak Peretz of Shas and Menachem Porush of Agudat Yisrael, have voiced support for the Mubarak initiative.
