Open to the Public No Soviet-Israel Ties Imminent United Nations (JTA) A top Soviet official said last week that while it is "abnormal" that full diplo- matic relations do not exist between his country and Israel, he does not foresee restoration of such ties until Israel moves closer to a solu- tion for its conflict with the Palestinians Deputy Foreign Minister Vladimir Petrovsky, here for the 44th U.N. General Assembly, said at a news conference that "as soon as Israel will be involved in a collective approach" for solv- ing the Middle East conflict, the Soviet Union will con- sider restoringrelations. He made it clear that by "collective approach," he was referring to an interna- tional peace conference. — Victims Demand Payment Now Bonn (JTA) — Jewish and non-Jewish groups in the West German state of North Rhine-Westphalia are demanding that the state and federal governments immediately make available reparations funds for Nazi victims that were authorized but never paid out. A statement released in Cologne noted that a 300 million mark fund was es- tablished three years ago to make reparations available for Nazi victims who had not been otherwise compen- sated.
