Furthermore, with less
than 50% of Negev rainwater
now permeating into the
underground water table,
while the remainder flows
wastefully down canyons into
the sea, there is plenty of
scope for water conservation.
For this purpose JNF has
already built a number of
storage dams and reservoirs.
Close topographical study can
also indicate which parts of
the landscape receive more
water than others. Bottoms of
hillsides, for example, which
receive the runoff of rain-
water from higher up, are
clearly better suited for tree
growing.
Strong emphasis is also
placed on reducing soil ero-
sion caused druing winter
floods. Trees and em-
bankments are used to
redirect the rushing flow,
decreasing the amount of soil
waters away from the river
banks while trees planted
along rivulets leading into
the main flood channels pre-
vent further soil erosion from
fissures along the bank.
These efforts have prevented
the loss of literally hundreds
of acres of arable land.
"Sachs regrets that the coun-
tries in North Africa that are
losing thousands of acres of
farming land each year to ,
these phenomena, while their
people starve, are not taking
advantage of these technolo-
gies through direct coopera-
tion with Israel. However, he
hopes that joint projects with
the University of Georgia in
the U.S. and the University of
Goetingen in West Germany
will result in help for these
countries through indirect
contacts with Israel.
To further ecological
research, JNF is working
together with the Society for'
the Protection of Nature in
Israel, the National Parks
Authority and the newly
formed Ministry of the En-
vironment to offer scholar-
ships for original research in
this discipline. "The formal
definition of ecology," says Dr.
Sachs, "is the relationship
among plants, animals, and
the environment. But,
ultimately, ecology to us is
synonymous with the quality
of life."
Limited land resources and
an environment neglected for
centuries have compelled
Israel to improve its ecologi-
cal balance as one of the
priorities of nation building.
If future generations around
the world are to continue en-
joying the quality of life they
experience today, then lessons
such as those learned in
Israel must be applied
elsewhere.
