In any case, ordinary
Israelis are not likely to get
excited about Mubarak's plan
at a time when the country is
under increasing attack from
its enemies. In recent weeks
dozens of terrorist bands have
been stopped all along the
Lebanon and Jordan borders

been killed or wounded,
Katyusha rocket attacks have -
increased, and Palestinian
terrorists have murdered over
30 Israeli Jewish civilians in
the last few months.
There is an increasing
hardening of Israeli attitudes,
in what appears to be
psychological preparation for
an eventual blow-up with the
Palestinians.
The internecine killings
among the Palestinians, and
the Arab attacks on Israel
and Israelis, are creating a
momentum of their own,
casting a shadow over the en- -
tire peace process. No wonder
that the 'hawkish' elements
in the Labor Party, led by
Mordechai Gur, are distanc-
ing themselves from the Peres
camp which believes it is
possible to talk to the PLO.
Israelis on the left have
praised Mubarak's_ pro-
nouncements. • Science and
Technology Minister Ezer
Weizman, a maverick who
quit the Likud to join Labor,
said in a telephone interview
that he completely supports
Mubarak's 10 points, and he
was sanguine about its
possibilities: "It is high time
we realize where the hell we
live," he told me. "We made
peace with the Egyptians. It
is imperative that we move
the peace process along quick-
ly and effectively."
Shamir's people do not ob-
ject in principle to a bigger
role for Egypt, the biggest
Arab country and the only
one to recognize Israel. "We
expect from the Egyptians
that they will contribute to
the [peace] process by en-
couraging Palestinians to
negotiate," said Ahimeir.
The PLO itself is planning
to come up with a new in-
itiative of its own. Perhaps it
will be unveiled at the end of
September by Arafat, who
will probably be granted a
U.S. visa this time to speak at
the United Nations: O
