erusalem — In what
appears to be a drama-
tic attempt to unfreeze
the peace process, Egyptian
President Hosni Mubarak is
pressing forward with a new
initiative, a counter proposal
to Prime Minister Yitzhak
Shamir's peace plan. But the
impasse between Israelis and
Palestinians seems as dif-
ficult to overcome as ever, and
Cairo's initiative is likely to
fail.
Even before President
Mubarak addresses the UN
General Assembly on
September 29, he is expected
to announce that he is in-
viting Israelis and Palesti-
nians to a preliminary peace
conference to be convened in
Cairo, in an attempt to fur-
ther Israel's proposal for elec-
tions in the territories.
Washington is a major force
behind the 10-point Egyptian
plan, which also has the
qualified blessing of Shimon
Peres and the Labor Party
minority in Israel's national
unity government, as well as
the support of the more
"moderate" local Palestine
Liberation Organization
leaders of the intifada and
some of the PLO hierarchy in
Tunis.
But a breakthrough is not
in the -making, according to
informed government
sources, despite all the
diplomatic . to-ings and fro-
ings, which include:
Mubarak's upcoming trip to
Washington later this month
and a probable meeting in
New York with Israeli
Foreign Minister Moshe
Arens; Defense Minister Yit-
zhak Ra.bin's talks in the
United States this past week
in which both he and
Secretary of State James
Baker backed an increased
Egyptian role in the peace
process; visits to Cairo this
week by Arafat and Feisel el-
Husseini; shuttles by Euro-
pean and Soviet in-
termediaries to Jerusalem
and. Arab capitals; and secret
talks and contacts in other
cities.
Early this week the main
headlines in Ha'aretz, the in-
fluential Israeli daily sym-
pathetic to Peres, were all
about the Mubarak initiative
and the ripples it created. All
the other newspapers gave
much more prominent play to
the continuing terror against
Jews, such as the third anti-
Semitic 'kamikaze bus

outrage on the Jerusalem-Tel
Aviv highway in the last two
months, the increasing
violence and killings in the
territories occupied by Israel
since the 1967 Six Day War,
and a rash of incidents along
the Lebanese and Jordanian
borders.

Ha'aretz bannered one of its
several lead stories on the
subject, "PLO blessing
Mubarak's 10 points; Peres:
It's a basis for negotiations!'
But as an official at the Egyp-
tian Embassy in Tel Aviv told
me this week, "Mr. Peres is
not the government . . . We
talk to the government. We
don't interfere in internal
Israeli issues?'
Mubarak's 10 points repeat
Israel's call for free elections
in the territories, but include
several demands that are
simply "non-negotiable" as
far as the Shamir government
is concerned. A main point is
that Arab residents of East
Jerusalem (the only territory
annexed by Israel after the
1967 war) will take part in
the voting for a Palestinian
body to represent them in
peace talks with Israel. The
government will also not
agree to say that it accepts
"the principle of territories
for peace," though previous
Israeli governments have ac-
tually done so in endorsing
UN Resolutions 242 and 338.

Israel is also unwilling to
accept any formal foreign
supervision of the elections,
other than the presence of
some observers from abroad.
Nor will it agree to Egypt's
call for a total army
withdrawal from the ter-
ritories during the election
period, though Israel does
plan to pull back from urban
centers to nearby bases inside
the territories if the elections
