anniversary of the declara-
tion of a Palestinian state.
Congress is also adding its
two cents to the debate. A
"dear colleague" letter by
Sen. Joe Lieberman, D-
Conn., Sen. Connie Mack, R-
Fla., Sen. Pete Wilson, D-
Calif. and Sen Carl Levin, D-
Mich., began circulating ear-
ly this week. The letter calls
on the State Department to
deny a visa, and cites recent
PLO activities and the posi-
tions adopted at the Fatah
Congress last month. ❑

Frank's Revelations May
Hurt Hate Crimes Bill

Jewish activists are in-
creasingly concerned that
the recent problems of Rep.
Barney Frank, D-Mass., may
be the last straw for the
Hate Crimes Statistics Bill,

which has been blocked by
conservatives opposed to
provisions mandating the
collection of information on
crimes against homosexuals.
Frank has been under

siege since revelations of his
relationship with a male
prostitute. Supporters of the
hate crimes bill are worried
that the barrage of negative
publicity will make it harder
to defeat amendments con-
demning homosexuality —
the expected strategy of a
group of conservative Re-
publicans, headed by Sen.
Jesse Helms, R-N.C.
And several Senate in-
siders are reporting a grow-
ing timidity about speaking
out in support of the bill — a
result, they suggest, of the
negative attention being fo-
cused on Frank's activities.

"There is no connection
between Representative
Frank's situation and the
hate crimes statistics bill,"
said Judy Golub, the Wash-
ington representative for the
American Jewish Commit-
tee. "Anyone who makes
that connection is using a
personal tragedy to slow
down, if not derail, a bill
that is vitally important to
our society. It's a cynical
manipulation."

Pelavin Replaces
Silbiger At AJCongress

The American Jewish
Congress has named Mark
Pelavin its new Washington
representative. Pelavin, who
has served as associate
Washington representative,
will take over the post va-
cated by Steve Silbiger.
Pelavin has spent most of

his occupational life with the
AJ Congress Washington.
In Pelavin's case, Jewish
activism runs in the family;
his father is Michael
Pelavin, former chairman of
the National Jewish Com-
munity Relations Advisory
Council (NJCRAC).

surances had been offered.
And the State Department
has rebuffed quiet requests
for high-level meetings be-
tween Arafat and U.S. offi-
cials. Arafat's representa-
tives are currently attemp-
ting to arrange meetings in
New York with leading dip-
lomats from other nations —
an attempt that some ob-
servers suggest is designed
to give added legitimacy to
the expected visa request.
The State Department's si-
lence is also denying Jewish
groups a solid target for ef-
forts to oppose the visa.

You wake up one morning, try to get out of bed, and find that your
neck is very painful and stiff. You look inthe mirror and notice that your
neck is tilted to one side. As you try to straighten it, you experience a
sharp, knife-like, electrical pain in the back of your neck.
This is the typical case of the neck pain, or "torticollis." It is a rather
common occurrence. When severe, torticillis can be very disabling. Nor-
mal activities such as getting dressed, driving a car, or trying to sleep, can
become very uncomfortable. Headaches at the back of the neck are not

uncommon with torticollis. Extreme stiffness, on one side or the other,
will usually develop as torticollis persists. The stiffness of torticollis can
be so intense that muscle spasm can be felt to the touch at the back and side of the neck.
In the case of torticollis, two distinct events occur. One or more of the neck vertebrae become
"fixed," and irritate the nerve exiting at that level. Secondly, the muscles of the neck go into ex-
treme spasms. The muscle spasm accounts for the stiffness the individual experiences. The sharp
pain is due to the nerve irritation caused by the cervical vertebrae which is not moving or "fixed"
out of its proper position.
The chiropractic physician is specifically trained to effectively restore normal function to the
fixed areas. Manipulative therapy or "adjustment," is gently administered to restore normal mobility
to the restricted vertebrae. Special attention is also given to the intense muscle spasm which ac-
companies the condition.
