Philanthropist
Funds Housing
For Soviet Olim

Jerusalem — A New York-
based Jewish philanthropist
has indicated that he is plan-
ning to give $20 million to
provide supplemental mor-
tgage money for Soviet Jews
wishing to settle in Israel, the
Jerusalem Post has learned.
The gift will be the largest
donation ever given to the
cause of Soviet Jews.
Joseph Gruss, 86, renowned
for his extensive support for
Jewish education in the
United • States and Israel,
decided to make his gift to
help direct the flow of Soviet
Jews to Israel rather than to
the United States. An
estimated 50,000 Jews are ex-
pected to receive permission
to leave the Soviet Union in
1989.
Jewish Agency sources say
that negotiations are under-
way for the establishment of
such a fund by Gruss. What
remains to be decided is the
role of the Jewish Agency in
the allocation of the sup-
plemental mortgage money.
Gruss has reportedly asked
that panels be established in
the United States and Israel
to plan for the funds. The
Jewish Agency and New York
UJA-Federation will have
representatives on the plann-
ing bodies. Natan Sharansky,
former Prisoner of Zion and
head of the Zionist Forum for
Soviet Jewry, will head the
Israeli committee.
Last year, Gruss establish-
ed a $50 million scholarship
fund for discharged Israeli
soldiers. It is expected to start
functioning in several
months.

New York (JTA) — An
amended complaint filed by
Hebrew National in a $10
million lawsuit could effec-
tively destroy laws designed
to protect kosher consumers.

Hebrew National's claim
was put forth in court papers
filed in connection with its
lawsuit against Rabbi
Schulum Rubin, New York
state's top kosher law
enforcer.
The firm argued that
because it has its own rab-
binic supervisors, the state
cannot challenge its kashrut
operation. Thus, it said,
Rubin erred when he fined
Hebrew National $39,800 for
allegedly violating the state's
kosher laws in 1985.
