men said that they received
only $20,000 for each of the
two three week courses they
conducted in Colombia.
Some Israelis were inclined
to give the two former com-
manders the benefit of the
doubt. "I find it hard to im-
agine that officers would be
involved in such a disgusting
business," Prime Minister
Yitzhak Shamir told the
Knesset's Foreign Affairs and
Security Committee. He pro-
mised a full investigation into
the affair.
Police have already inter-
rogated both Klein and
Shuali, whose Spearhead
Company apparently failed to
obtain the permits necessary
to export military know-how.
The two mercenaries claim
that such permits were not
needed, since they did not
teach Israeli army doctrines.
But the film shown on Israeli
television revealed that the
techniques used in the train-
ing course were very similar
to those employed by Israeli
commando units.
Many left-wing critics con-
sider the issue of permits to
be irrelevant. "There are 800
Israeli's who travel to every
rotten and corrupt country on
the face of the earth and in
their pockets they have per-
mits from the Defense Minis-
try," said dovish Member of
Knesset Yossie Sarid. Sand
argued that Israeli arms
sales, which account for
roughly one-third of the coun-
try's exports, are the root
cause of the current affair.
But Israeli officials -argue
that such sales are necessary
for Israel to maintain its
defense industry; and that
other western countries, in-
cluding the United States,
engage in similiar commerce.
Government spokesmen,
fearful of a propaganda drub-
bing abroad, were quick to
point out that the Spearhead
affair was a free-lance opera-
tion without any official con-
nection. Deputy Foreign
Minister Benyamin Netan-
yahu condemned those who
worked for the drug cartel for
having "sold their souls to the
devil," but noted that the
allegations, if true, was an ex-
ample of, "the moral decline
of individuals."
Klein and Shuali have their
defenders. Likud Member of '
Knesset Tzachi HaNegbi
called the press coverage of
the affair "a carnival" that
represented a blame-Israel-
first attitude. "It is another in
the almost endless series."
