The Defense Ministry in
1986 instituted a licensing
system for firms and in-
dividuals who want to deal in
the export of either military
weaponry or military skills.
The licenses are temporary
and require periodic renewal.
One license is required to in-
itiate contacts with a prospec-
tive buyer. Another must be
obtained to commence
negotiations and a third is re-
quired before a contract is
signed or implemented.
The Defense Ministry's
criteria for issuing licenses
include the applicant's iden-
tity, the type of equipment or
knowledge offered for export
and the country of destina-
tion. Every license must be
approved by the ministry's
director general.
Defense sources disclosed
recently that about 800 in-
dividuals are licensed to ex-
port military equipment and

Celebrates 225th
Newport, R.I. (JTA) — iburo
Synagogue, a landmark in
American Jewish history
celebrated its 225th anniver-
sary with a great deal of
fanfare.
Built in 1763, Iburo is not
only the oldest synagogue in
the United States but the on-
ly one from colonial times
that still houses an active
congregation.
Ceremonies held last
weekend and a grand ball on
last Saturday evening capped
Iburo's year-long celebration.
On Sunday, Fred Friendly,
a professor at Columbia
University and a former
president of CBS News,
delivered the main address,
and Israeli-born violinist
Rivka Golani performed.
Harold Sebag-Montefiore, a
direct descendant of one of
Touro's original congregants,
read aloud a letter to the con-
gregation written by George
Washington following his
visit there in the 1790s.
In the letter, W?.shington
proclaims his support of the
concept of religious freedom.
The Washington letter is read
annually at 'Ibure. often by
visiting dignitarie.-
