answer whether or not there
is an official court system. I

According to Husseini, the
Palestinians are about to
launch another "diplomatic
initiative," though he won't be
pinned down to a timetable.
"We will need another in-
itiative, with more details, in
order to bring over public opi-
nion."
Husseini spoke positively of
the recent declaration by Rab-
bi Ovadia Yosef, the head of
the Shas Sephardi religious
party, that territorial com-
promise was possible in Eretz
Israel according to the Jewish
religion. And he emphasized
that Egypt has a key role to
play in any future peace plan.
In general, Husseini out-
shines his distant relative
Yassir Arafat (another Hus-
seini), in coming across to TV
and in the press as a
reasonable man. If Husseini
is not removed from the scene
by one of the many Palesti-
nian rejectionist groups cur-
rently gunning for Arafat and
his top men, he will un-
doubtedly continue to be in
the Middle East spotlight.
An increasing number of
Israelis believe that it is
necessary to talk to the
enemy, and that Husseini
may be instrumental in help-
ing to bring about an even-
tual settlement.
Meanwhile, the Jewish set-
tlers are stepping up their
campaign against Husseini.
Rabbi Moshe Levinger, the
major force in the settlers'
movement since establishing
a renewed Jewish presence in
Hebron in 1968, led a convoy
of supporters and newsmen to
Husseini's house on Monday
morning. The incident occur-
red right after the opening
session of Rabbi Levinger's
trial for alleged
manslaughter in Hebron.
During a brief confronta-
tion between Rabbi Levinger
and Husseini, Levinger gave
the PLO leader a copy of a
pamphlet quoting Husseini
as saying that people under
occupation have the right to
use "all means." Rabbi Lev-
inger is demanding to know
why the Justice Ministry has
prosecuted Husseini.
