LOUIS RAPOPORT
Israel Correspondent
I
srael this week expelled
five middle rank leaders
of the intifada, four to
southern Lebanon and one to
France. But the No. 1
Palestine Liberation
Organization political chief in
the territories, Feisel el-
Husseini, who undoubtedly
will be a key figure in any
future settlement, is not like-
ly to join them, despite
demands by the Jewish set-
tlers and right-wing parties
that he, too, be deported.
Husseini has his sup-
porters. The Labor Party
believes he is an enemy you
can engage in dialogue with,
and elements in the Likud
and in the security services
find his presence in East
Jerusalem useful.
Husseini is an interesting
man to talk to, accessible to
both the local and the foreign
press corps (which is almost
entirely pro-Palestinian now,
as one top correspondent ad-
mitted this week).
A soft-spoken man in his
mid-40s, Feisel Husseini is
from a family regarded as no-
ble by the Palestinians and ig-
nominious by many Jews. He
is the son of Abdel Kader el-
Husseini, the leader of the
Palestinian jihad (holy war)
forces during the 1948 War of
Independence, who fought
bravely and lost his life.
Another close relative and
former mentor was the late
Haj Amin el-Husseini, the
Mufti of Jerusalem who
preached the destruction of
the Jews and was Hitler's
honored guest during World
War II as head of the SS
Moslem division.
The Israeli intelligentsia
and several prominent
Knesset members have been
defending Husseini since the
spring of 1987, during a six-
month term Husseini served
under administrative deten-
tion without being formally
charged. In large newspaper
ads, writer Amos Oz and
many others urged his im-
mediate release or that he be
put on trial "if there is any
evidence against him:' They
condemned "the use of ad-
ministrative detention in
general, and especially in this
instance, when it is being us-
ed against a person who is
publicly and vigorously work-
ing for a just Israel
Palestinian peace."
Although the ad was
dismissed by some as simply
an example of the left's con-
tinued infatuation with
Palestinian nationalism, it
marked a watershed, and led
to the recent appearance by
Husseini at an important
Labor Party convocation.
Husseini has become a pro-
moter of Labor, though he
realizes this may be the kiss
of death. "Labor is at an
historic point," he said in an
interview this week with this
reporter. "They are now in a
position where they must
decide. They cannot be like
the Likud or they will lose.
They should be a strong and
clear opposition to the
Likud?'
Husseini admits that the
Palestinians have suffered a
reversal in recent months
Hussein' outshines
his distant relative
Yassir Arafat in
coming across to
the media as a
reasonable man.
because the media are less in
terested in the intifada.
"There is a change in U.S.
public opinion. We are living
in the period where TV is the
emperor. Unfortunately, there
is less TV interest in us right
now But TV is not the only
important tool. It just' means
that it will take more time"
to achieve Palestinian goals.
He denies that the
escalated internecine killings
of Palestinians is a threat to
the PLO cause, or that the
conductors of the terror are
gradually taking over "the
revolution," as in many
previous nationalist or social
revolts. "Criminals exist
everywhere, in our society as
well as in the Israeli army, for
instance?'
But do the Palestinians pro-
secute their "criminals" as
the Jews have done in several
cases against soldiers and set-
tlers? Is there a secret PLO
court system?
"The people are attacking
not only collaborators but
drug dealers and those who
engage in prostitution. In any
revolution, such people will
be punished," Husseini says.
"Where authority breaks
