According to Jacobowitz,
Israel must retain the
territories; for both religious

miracle happened in the Six-
Day War. It's a matter of clear

Jacobowitz's school over-
looks the Hebron hills, the
apartment houses of Kiryat
Arba and the Arab homes
that abut the town. "We could
stay here forever if they'd let
us, Jacobo-witz says,

don't care- if he's there," he
says, pointing in the direction
of the Arab houses. "But they
expelled us in 1929. They
started the wars."
For Jacobowitz, Israel has
already made its territorial
concessions to the Arab
world. "[U.S. Secretary of
State James] Baker was
incorrect [in his AIPAC
speech] when he referred to
Greater Israel as Judea and
Samaria. Greater Israel is
from the Nile to the
Euphrates. I don't believe we
should begin a war of
aggression to take the rest of
it. The Jordan River is our
compromise." EJ

Israel To Build
New Embassy

Brussels (JTA) — Israel
plans to spend $1 million to
construct a separate embassy
here to deal exclusively with
the affairs of the European
Community and its
legislative body, the Parlia-
ment of Europe, which is bas-
ed in Strasbourg, France.
The move is an indication of
the increasing importance
Israel attaches to its relations
with the 12 E.C. nations,
which are working toward
complete economic integra-
tion by 1992.
At present, the embassy in
Brussels, where the European
Community is head-
quartered, houses Israel's
diplomatic missions to
Belgium, Luxembourg and
the E.C.
Avi Primor, the ambassador
to Belgium and Luxembourg,
also serves as Israel's envoy to
the E.C. He is now slated to
head the separate E.C. mis-
sion. Another ambassador
will be appointed for Belgium
and Luxembourg.
