ministration official told the
Times, "The Israelis have not
been as adept at handling
this relationship as they
should be. They have failed to
understand our concerns and
what they have to do in order
to keep the relationship on
track. They cannot take this
relationship for granted and
go on assuming that
everything will come out okay
in the future because it did in
the past. The relationship
needs attention."
Friedman reported that on
Aug. 1, the U.S. Ambassador
to Israel, William Brown,
delivered the same cable to
Shamir and Defense Minister
Yitzhak Rabin seeking
answers to six questions
related to the taking of Obeid.
Because Israeli officials found
the tone of the cable offensive,
they did not immediately
reply.
It was not until Shamir's
Aug. 9 telephone call to Bush
— and a subsequent letter to
Bush from Shamir — that
some of the questions were
answered. Shamir is said to
have maintained that Israel
must have freedom of action
in fighting terrorism if its
deterrent effect is to remain
effective.
Earlier, the White House
said that Shamir had assured
Bush during their telephone
conversation that Israel will
try to win the freedom of its
three captured Israeli soldiers
in Lebanon — assuming they
are still alive — as part of a
deal for the American and
Western hostages.
Spokesman Marlin Fitz-
water said that Shamir had
promised Bush that Israel
"intended to consider the
hostage problem in terms of
all of the hostages."
"The fact remains still that
they have their policy; we
have ours," Fitzwater said.
"They conduct their business
in the manner that they feel
is important."
The Americans had been
somewhat alarmed by indica-
tions from Israel — including
remarks by Defense Minister
Yitzhak Rabin on American
television --- that Israel's
"priority" was to regain its
three soldiers.
But Shamir, in both his con-
versation with Bush and in
the separate letter to the
President, indicated that
Israel would work for a
package deal all of the
hostages and soldiers. ❑
