The attack on the bus

that would constitute an act

He said the United States

"there seems to be a

Washington — In the face of
stiff Israeli diplomatic com-
plaints, the State Depart-
ment has described last
week's bus attack outside
Jerusalem as an act of "ter-
rorism."
"Let me just say that on the
basis of available evidence
now, it was clearly a terrorist
attack," spokesman Richard
Boucher said on Tuesday. "We
condemned the act last week
as senseless and tragic, and,
as I noted, our sympathies go
out to the victims."
Boucher said the United
States in recent days, has
seen reports that the Islamic
Jihad of Palestine publicly
has claimed responsibility for
the bus attack, in which 14
people were killed. He said
there have been other reports
describing the motivation of
the individual responsible for
the tragedy. "It just seems
clear that it was a terrorist at-
tack based on the information
we have now," said Boucher.
Last Friday, the State
Department initially. declined
to describe the incident as an
act of terror — a development
that led to sharp complaints
from Jerusalem. The U.S:
Ambassador in Tel Aviv,
William Brown, was called in-
to the Foreign Ministry to
receive Israel's complaint.
And on Tuesday, the
Foreign Ministry in
Jerusalem charged publicly
at a briefing that the U.S.
failure to brand the incident
as terrorist would effectively
encourage terrorist actions.
Boucher disagreed with
that assessment and said he
had not called the incident a
terrorist act last Friday
because "I was not in a posi-
tion to draw that conclusion
. . . based on what we knew
then." But now, he added,
"there is enough information
