nian state — that the peace
initiative was doomed to
failure?
"That's not true," said

Shamir. "The initiative is
based on its ability to succeed
in the framework of the world
outlooks of the two sides. It is
structured to settle the con-
flict between us and the
o- Arabs without harming the
principles of either side. It
was very carefully and
meticulously formulated.
"The first stage of the
negotiations has no connec-
tion to any ideological aspect.
As to the second stage, I have
not accepted the formula of

territories in exchange for
peace. I said that the negotia- .
tions on a permanent solution
will attempt to achieve a solu-
tion which will be agreeable
to the two sides. This is possi-

ble without anyone having to
compromise his principles."

ceed if he is unable to find a
partner even for the first, non-
ideological, stage?
"If no partner is found, then
it really is impossible. We are
proposing the initiative on

Gaza must be interested."
