its manpower allocation. And
while some coffee houses
where the intelligensia
gather still feature daily
discussions on "the situa-
tion," most Tel Avivis do their
best to tune
it out.
"The intifada doesn't reach
above the second floor," said a
young woman named Liora,
sitting happily on the porch of
her penthouse apartment,
which overlooks the Mediter-
ranean. "From up here, you
can forget what's out there."
She gestured in the opposite
direction, toward the Judean
Hills and the West Bank, only
miles to the east.
At the recent all-star game
of the Israeli summer basket-
ball league, thousands of fans
packed the steamy gym at Tel
Aviv University to cheer for
their favorite players.
"Foreigners who think
Israelis spend all their time
worrying about the intifada
ought to come here and see
what people are really inter-
ested in," said Simi Rieger, an
American-born basketball
coach and commentator.
The ability to separate the
stress of the intifada from dai-
ly life seems especially pro-
nounced among young people
who, as soldiers, bear the
main brunt of dealing with it.
When the uprising began, it
was widely predicted that the
violent confrontations in the
West Bank and Gaza would
have a demoralizing impact
on teenagers. But this doesn't
seem to have happened.
This month, the largest
group of inductees in Israeli
history — children of the 1970
baby boom — are joining the
army. For the past two years,
they have lived with the in-
tifada, and they know that
service in a field unit will in-
evitably bring them face to
face with Palestinian
violence. Still, according to
military sources, the number
of volunteers for combat units
is at an all-time high, and the
prestigious paratroop units
have five candidates for every
available place.

The ability of Tel Avivis to
put some distance between
their daily lives and the coun-
try's ongoing security and
economic crises has political,
as well as social significance.
One of the main goals of the
Palestinian uprising has been
to disrupt life and the econ-
omy. But Tel Avivis are past
masters at "normalizing" ab-
normal situations, and insti-
tutionalizing sacrifice. The
fact that most people, most of
the time, are able to forget the
situation in the territories
represents a major defeat for
the Palestinian strategy.
