kidnapping,. editorials have
been offering advice about
how to proceed from the latest
Middle East crisis. The
Washington Post offered a
sage long-term solution:
Return Lebanon into a nation
with some semblance of law.
Terrorists thrive there, said
the paper, because of the
"lawlessness that defines"
the country today, a situation
that stems directly from re-
quests "long ago" by Chris-
tians and Moslems for out-
siders to help them. Now,
these "would-be protectors
. . . pursue missions of power-
flexing utterly unrelated to
the welfare of their clients."
Since the Lebanese and
fellow Arabs have been
unable to solve the Lebanese
mess, one untried possibility
is left, according to the Post:
Add Lebanon to the list of
" 'regional disputes' sup-
posedly primed for Soviet-
American addressing."
The New York Times called
on the West to abandon its
"flaccid" response to ter-
rorism. Emboldening ter-
rorists, said the Times, is the
Bush administration's silence
over which terrorist group
killed 270 people when it
blew up a Pan Am plane over
Scotland last December, even
though U.S. officials reported-
ly know the killers' identity;
and several Western nations'
decisions to let their am-
bassadors drift quietly back
to Teheran after they had
been withdrawn after Iran's
death threats against author
Salman Rushdie.
President Bush, said the
Times, should help "rally the
West and perhaps even the
Soviet Union toward a renew-
ed common front. Principles
need to be affirmed and a
sense of costs to terrorists
restored. Otherwise, the field
is virtually deserted, except
for the terrorists."
But editors at USA Today
were worried over just what
those -"costs" might be. They
cautioned that "hard-line
pleas for revenge and retalia-
tion . . . can only achieve the
opposite. Hostages would die
. . . Terrorism would thrive.
Fanatics thirst for violence;
they don't run from it."
Instead, USA Today advis-
ed that the United States
take advantage of current Ira-
nian "signs of conciliation
toward the West." Iran, they
wrote, the "chief sponsor" of
the Lebanon kidnappers,
wants help in rebuilding its
economy, asks the release of
its assets in the United States.
