Ariel Sharon:
Bolstering Shamir?

Shamir, he wrote, "calls up
[the PLO and Ariel Sharon]
as required to bolster his own
support, extract some conces-
sion from opponents or mere-
ly pursue his usual business
without serious contradic-
tion."
Shamir, Cockburn is con-
vinced, uses Sharon to con-
vince the world, and especial-
ly the United States and its
"corporate press" (in which
category he places the New
York Times and, yes, the Wall
Street Journal), that he has
moved from Israel's political
right to its center. Sharon
recently engineered Likud
Party resolutions that would
essentially kill Shamir's
plans for Palestinian election.
The resolutions were rejected
by Israel's coalition govern-
ment cabinet.
But Shamir, claims
Cockburn, "straight-
forwardly displays -the
despicable views he has
always maintained.." He has
gone on a "journey from being
a leader of the Stern terrorist
gang that in 1941 proposed a
treaty . . . to racist pro-
vocateur and hardline politi-
cian ... " And now Shamir
uses Sharon "to deflect atten-
tion from the casual killing
[of Palestinians] committed
every day by Mr. Shamir and
his fellows."
Fatigue Overtakes
Palestinians
"Fatigue" and "frustration"
are taking a toll on Palesti-
nian residents of the West
Bank and Gaza, according to
an analysis in the Israeli
newspaper Ha'aretz. While
violence by Palestinians
against members of the
Israeli army is decreasing, it
is increasing against fellow
Arabs suspected of
cooperating with Israel. Yet,
says Ha'aretz, Israeli security
and military personnel "do
not believe that the residents
of the territories are despair-
ing, or that the breaking
point or the end of the in-
tifada are near."
Among the reasons given
by Ha'aretz for the fatigue are
the many Palestinians killed,
injured or jailed because of
the intifada, increasing
pressure by the Israeli army,
growing economic hardship,
declining coverage of the in-
tifada by the international
press, and the "emerging
deadlock" in arriving at a
political solution.
Also, the "euphoria" in the
territories at the end of last
year when the United States
established a dialogue with
the PLO has dissipated. And
Arabs in the West Bank and
Gaza "are slowly realizing
they are the only ones who
continue to pay the price [of
the intifada, while the reward
still remains far off."

Quality of Life
Improves in Territories
As newspapers are repor-
ting on the worse aspects of
the Palestinian intifada 20
months since it started, the
Israel News Service released
data that shows a marked in-
crease in the quality of life in
the West Bank and Gaza.
Among the statistics, which
came from an Israeli Health
Ministry study:
• In 1985, 91.2 percent of
West Bank homes received
electricity — virtually double
the rate for 1974.
• In 1985, 75.1 percent of
homes in Gaza had running
water — more than five times
the percentage in 1974.
• In 1988, 135 mother-and-
child clinics existed in the
West Bank — more than five
times the number in 1970.
• In 1970, 53.3 cases of
tetanus occurred per every
100,000 residents of the West
Bank. In 1988, there were .5
cases per every 100,000
residents.
