This campaign was aided by
a leaked CIA evaluation
which indicated that Col.
Higgins was probably
murdered several months
ago; as well as by the strong
support the Israeli operation
received from much of the
American press.
Israeli diplomats in the U.S.
keep a weekly tally of
editorials and op-ed articles
in major publications. Since
the beginning of the intifada
they have been largely
negative; but, according to
Foreign Minister Arens, they
recorded a score of 45 — the
highest positive rating in
many months, during the
first week of the present
crisis.
Still, congratulations over
the state of Israeli-American
relations may be premature.
Nine days after the Israeli
operation, a poll taken by
ABC and the Washington Post
indicated that only 29 percent
of the American public.
believe that Israel is a
reliable ally, down from 51
percent in a similar poll
taken in April. The survey
also showed 51 percent oppos-
ed the Israeli capture of
Sheikh Obeid. Experts here
were surprised but not over-
ly dismayed by the survey.

"This is a very fluid situa-
tion, and it depends on what
day the poll was taken," said
Yoram Ettinger, director of
Israel's Government Press Of-
fice. "And don't forget we had
a similar drop in popularity
after Sabra and Shatilla. We
went back up within a few
months then. This time it will
be much faster."
The message from the Bush
Administration also remain-
ed somewhat ambiguous.
Foreign Minister Arens in-
sisted that, since the third
day of the crisis, "there is a
very high degree of coordina-
tion" between Washington
and Jerusalem.

But during his recent visit
to Israel, Assistant Secretary
10 of State John Kelly, also a
former target of a Hezbollah
assassination plot during his
stint as U.S. ambassador in

Lebanon, underscored the
lack of a U.S. endorsement of
the Israeli operation.
Following a meeting with
Defense Minister Yitzhak
Rabin, he noted, "We have
made it clear that we have

one policy on hostages, and
Israel has another."
