organization became more
public.
In 1986, it surfaced as a
fully-fledged organization
providing educational, social
and local-authority services
for villages under its control.
The money, to the tune of $60
to $70 million a year, was sup-
plied by Iran. Nevertheless,
the Hezbollah maintained its
cell structure, collecting sup-
porters from towns and
villages to carry out a par-
ticular attack, while its
religious council of sages
acted as a mouthpiece.
It still receives funds from
Iran, albeit on a reduced scale
because of the country's
economic situation and accor-
ding to the state of relations
between individual leaders
and their Iranian mentors.
Foremost among the Ira-
nian backers is Interior
Minister Ali Akbar
Mohtashemi, who helped to
establish the Hezbollah and
who sees it as a launching
pad for implementing the
Islamic revolution in
Lebanon and the ultimate
"liberation" of Jerusalem.
His views, however, are not
shared by Iran's more
moderate foreign minister,
Ali Akbar Velayati, who
recently met with Amal chief
Nahbi Berri during the lat-
ter's first-ever visit to
Teheran, ostensibly for the
memorial ceremonies on the
40th day after Khomeini's
death, but also reflecting the
marked improvement in rela-
tions between Iran and Amal
following the latter's decisive
victories over the Hezbollah
in South Lebanon last year.

Amal is now in a difficult
position. It feels responsible
for the Israeli seizure of Obeid
from a village that has been
under its control since the in-
ternecine battles with the
Hezbollah last April. But its
supporters tried to rescue the
American hostage Col.
William Higgins when he
was believed to be held tem-
porarily in Obeid's home in
Jibchit. The failed rescue at-
tempt sparked the fighting
between the rival Shi'ite
organizations.
The reported execution of
Higgins by Hezbollah ex-
tremists places Amal in a
dilemma and threatens the
Iranian-brokered rapproche-
ment between the rival
Shi'ite organizations.
