Israeli contacts with local
supporters of the PLO, and
with Arafat by way of the
Americans, have been aimed
at winning PLO approval for
the Shamir peace plan. The
plan calls for elections in the
West Bank and Gaza, fol-
lowed by a period of autonomy
and, later, negotiations over
the final status of the areas.
Shamir and his advisors
know full well that such elec-
tions are possible only with
the approval of the Palesti-
nian leadership in Tunisia.
Several weeks ago
Shamir's rivals for party
leadership, Deputy Prime
Minister David Levy and
Minister of Commerce and In-
dustry Ariel Sharon, forced
the Prime Minister to adopt
four conditions for pursuing
his peace initiative. These in-
cluded the demand that no
negotiations be carried out
while the intifada, or
Palestinian uprising, con-
tinues. Shamir accepted the
conditions at the Likud's Cen-
tral Committee meeting, but
later undermined them by
raising his original proposal
— which did not include the
Levy-Sharon conditions — for
cabinet re-affirmation.
Levy and Sharon view this
tactic — and the Prime
Minister's talks with Tariff
and other Palestinians — as
potentially dangerous.
Shamir's indirect
contacts with the PLO
demonstrate that he is
serious about pursuing his
peace initiative; but they also
represent a major political
gamble. Should he lose,
Shamir would be forced to
turn the leadership of the
Likud over to Sharon and
Levy; but if he is successful,
Israel may well be on the way
to more direct talks, and
perhaps even formal negotia-
tions, with an organization
that has been beyond the pale
for a generation. If that hap-
pens, it will amount to a
revolutionary change in
Israeli foreign policy — one
that, in the words of last
year's campaign slogan, only
the Likud could have done. 0
