He is understood to have
carried with him an 11-point
peace plan which, while
diverging from the Israeli in-
itiative, nevertheless contain-
ed a number of procedural
points in common (the issue
in contention is Siftawi's de-
mand for ultimate Palesti-
nian sovereignty).
What made the meeting
and the subsequent journey -
officially described as a
"family visit" — particularly
noteworthy was the fact that
Siftawi is a prominent figure
in Gaza and was a founder of
Arafat's Fatah movement.
Another meeting — bet-
ween Rabin and Israeli Arab
Abdel Wahab Darousha, a
former Labor Party
parliamentarian who now
represents his own party in
the Knesset — ultimately
emerged as a prelude to a
meeting between Darousha
and Arafat.
At the same time, Rabin
has firmly denied persistent
rumors that he himself met in
Europe — probably Paris —
earlier this year with Arafat
aide Bassam Abu Sharif.
Not to be outdone, Yossi
Ben-Aharon,
Director-
General of the Prime

Minister's Office, has con-
firmed that arrangements are
being made for Shamir to
meet with "leading activists
in the territories who are af-
filiated with most of the
political streams."
It is expected that the
meetings will be held in
secret to avoid undue
pressure being exerted on the
Palestinians who participate
from extremist wings of the
PLO — and also, no doubt, to
avoid undue pressure on the
Prime Minister from his own
more radical colleagues.
All this convoluted political
activity is a long way from
direct negotiations between
Israel and the PLO. Never-
theless, these exercises in
diplomatic semaphore hold
open the possibility that,
sooner or later, the impasse
will be broken. 0

French Parade
Upsets Israeli

Paris (JTA) — Israel's am-
bassador to France, Ovadia
Soffer, stalked off the official
reviewing stand during the
Bastille Day anniversary
parade here to protest what
he considered a political
statement equating Israel
and the Palestine Liberation
Organization.
More than a million people
watched the march last week
along the Champs Elysee,
marking the bicentennial of
the start of the French
Revolution, the storming of
the Bastille.
There was all manner of
floats and merriment. One
segment had giant women
dancing with small boys from
around the world. Israel was
represented by a youngster
wearing sidelocks and a
skullcap.
Another pair featured a
small Arab boy wearing a
checkered kaffiyeh, the tradi-
tional Palestinian headdress,
and waving a PLO flag. Soffer
told the Jewish Telegraphic
Agency that he was offended
because Israel and the PLO
were put on the same level.
He said he could not accept
the politicization of an official
parade commissioned by the
French government.
But Soffer declined any fur-
ther comment to the media,
in order "not to harm the
spirit of euphoria of the
celebration."

a ceasfire agreement between
Israel and the PLO on the
Israeli-Lebanese border. The
ceasefire lasted for almost a
year and ended when Israel
invaded Lebanon in June
1982.
A far more direct channel of
communication between
Israel and the PLO is via pro-
minent Palestinians in the oc-
cupied territories, who meet
regularly with Defense
Minister Rabin and, less fre-
quently, with Prime Minister
Shamir.
The most sensational of
these encounters occurred in
an Israeli prison cell between
a senior aide to Rabin and
Faisal Husseini, regarded as
the most senior PLO figure in
the occupied territories. Hus-
seini, who had been held
without trial for most of the
previous 19 months, was freed
the week after the talks and
permitted to travel abroad.
Less-publicized meetings
with Palestinians have con-
tinued to intrude into the
Defense Minister's agenda.
Following one such meeting
last month with Assad Sif-
tawi, the Gaza resident was
permitted to travel to Egypt,
where he was expected to
meet with Egyptian, United
States and PLO officials to
discuss current peace moves.
