`Lightweight'
Envoy Appointees
A few months ago, Jewish
conservatives were
celebrating a handful of am-
bassadorial appointments for
Jewish Republican loyalists.
But now, some of those ap-
pointments have become the
focus of attacks on the
longstanding tradition of
awarding diplomatic posts to
big contributors.
Recently, Melvin Sembler, a
Florida Jewish activist who
was appointed to the
diplomatic post in Australia,
generated an outburst of in-
dignation from Sen. Paul Sar-
banes, D-Md. Sembler and
another Florida developer,
Joseph Zappala, gave embar-
rassingly similar answers in
official disclosure forms for
their new jobs.
The obvious similarities led
Sen. Claiborne Pell, D-R.I.,
the chairman of the Foreign
Relations Committee, to com-
plain that the process of using
ambassadorships as political
payoffs was seriously under-
mining this country's
diplomatic machinery.
Revelations of the
similarities, which were un-
covered by Sarbanes' staff,
al so prompted the
to
Washington Post
editorialize about the dangers
of "lightweight or inex-
perienced" envoys.
And to add to the controver-
sy, former Sen. Chic Hecht,
nominated as ambassador to
the Bahamas, listed one of his
qualifications as the similari-
ty of lifestyles in Las Vegas
and the Bahamas.
Sembler is on the national
board of the National Jewish
Coalition.

volunteer commitment; par-
ticipants would work in
volunteer agencies for two
weekends per month, plus
two weeks in the summer.
The Nunn plan, co-
sponsored by Sen. Chuck
Robb, D-Va., would replace ex-
isting student loan programs
and Pell Grants with a
volunteer program in which
participants would earn their
educational aid.
When the Nunn proposal
was announced several
months ago, it earned im-
mediate criticism from some
Orthodox groups, who were
concerned that the demise of
Pell grants would cause a
financial pinch for yeshivot.
Sen. Edward Kennedy, D-
Mass., is putting together an
"omnibus bill" designed to in-
corporate the best of each of
these measures, a proposal
that could win quick Senate
support.
While refraining from en-
dorsing any specific plan, the
AJ Congress group set out the
criteria for eventually mak-
ing a decision on which bill to
support -- including
guarantees that the growing
use of volunteers will not
displace hired workers.
"This is obviously the com-
ing thing," said Mark Pelavin,
the group's assistant
Washington representative.
"We are very interested in be-
ing at the forefront of this
legislative effort."
The American Association
for Ethiopian Jews is plann-
ing a drive to encourage
legislators to "adopt" an
Ethiopian orphan in Israel.
Currently, there are approx-
imately 1,000 Ethiopian or-
phans in Israel between the
ages of 9 and 16, and most
have one or both parents trap-
ped in Ethiopian or Sudan;
many have serious physical
and emotional problems
stemming from their ordeals.
Under the group's new plan,
participating legislators will
be assigned one orphan. "We
hope that they will then ac-
tually develop a relationship
with these children," said
Robin Schwartz of the
Association. "The point of
this is to raise public
awareness about the pro-
blems of Ethiopian Jews. This
is a way of focusing attention
on a problem that too many
people have ignored."

proaching members of the
Congressional Caucus for
Ethiopian Jews, a
