Despite these programs,
"There's a clear consensus in
the organized Jewish calami-
ty that we failed on identity
and acculturation the last
time," said Zaks, referring to
the major influx of Soviet
Jews in 1979 and the early
1980s.
She said several agencies
are reviewing acculturation
and Jewish identity pro-
grams, including Jewish Ex-
periences For Families. These
areas are being included in
the Resettlement Review
Committee's report.
Last year, the vast majority
of the newcomers were settl-
ed in Oak Park and
Southfield. One family unit
was placed in Warren by its
anchor family. ❑

Family-Family
Orientation

The Family to Family pro-
gram, matching Soviet
emigres with Jewish families
in Detroit, will have orienta-
tion sessions 1:30-3 p.m. and
7-8:30 p.m. Aug. 2.
The program has paired 22
local families with new
Americans since it began in
May and is aimed at helping
the newcomers with new
friends, Jewish experiences
and emotional support.
Literature and information
on creating a successful rela-
tionship will be provided at
the orientations. A Soviet
emigre will also speak.
Persons interested in partic-
pating in the program should
call Familty to Family,
258-6000. The program is
sponsored by the National
Council of Jwish Women, the
Resettlement Service, and the
Jewish Welfare Federation's
Women's Division.

Amendment.
Jackson-Vanik links most
favored nation status to
emigration from the Soviet
Union .. .
The Jackson-Vanik Amend-
ment is the best tool we have
to deal with the Soviet
Union .. .
The refusniks have asked
us not to waive until 1) there
is an emigration law codified

and implemented for one
year; 2) the problems of "poor
relatives" are resolved; 3) the
problems of those affected by
alleged knowledge of "state
secrets" are resolved.

Since the refusniks are the
ones directly affected by this,
we must give serious con-
sideration to their percep-
tions of the results of a
Jackson-Vanik waiver. Shall
we turn a deaf ear to their
cries as we, in the western
world, did to the Jews of
eastern Europe before World
War II?
Soviet policy regarding
emigration is capricious and
arbitrary; Soviet Jews are
now and have been in the past
material for barter. The time
to reward the Soviets is not
now, but only after the above
conditions have been met.
We strongly urge everyone
reading this letter to contact
their congressman and
Senators Riegle and Levin to
ask them to vote against any
waiver of the Jackson-Vanik
Amendment.

Terrorism

travelers.
The U.S. anti-terrorist agen-
cies are mainly worried about
the secret activities of a
shadowy figure called "Pro-
fessor X." Western in-
telligence sources don't know
his name, but they do know
that he is a Palestinian in his
early 30s who travels fre-
quently between East Ger-
many and Damascus, and
always on East German
airliners. Because of his per-
sonal experience, he is very
conscious of air safety: the
"professor" is a living legend
in the world of terror, the
bombmaker whose
sophisticated device, planted
by a Jibril agent, brought
down the Pan Am airliner.
The Pan Am bomb was in-
geniously planted in a radio-
cassette. It is known that he
produced six similar bombs
last year One was used on the
Pan Am flight, four were seiz-
ed by West German police,
and one is unaccounted for —
but presumed to be in the
hands of another Jibril terror
squad. In recent weeks Jibril
has contracted the "pro-
fessor" to make more bombs
that are to be hidden in
devices that are extremely
difficult to detect.
