ment with the radical Qad-
dafi regime in Libya has also
set off alarm bells, not only in
Jerusalem but in Washington
as well. Thirdly, Egypt is not
satisfied with regaining its
position as leader of the Arab
world. It hopes to become a
major political and economic
force in much of Africa as
well, and to directly challenge
Israel's increasingly strong
ties with African countries.
This week, for the first time
in over two years, Egypt sent
a top official to Israel for talks
on the current situation. This
was only because of intense
American pressure on Cairo
to make this kind of gesture
to Israel in order to calm
Jerusalem's fears following
the recent Casablanca sum-
mit and Egypt's re-entry into
the Arab League.
But Mubarak, instead of
sending Foreign Minister
Mohammed Ismat Meguid as
he told the Americans he
would do, dispatched Minister
of State for Foreign Affairs
Boutros Ghali. Ghali, who
was foreign minister under
Sadat when the peace treaty
with Israel was signed, no
longer deals with Cairo's Mid-
dle East policies, but with
Egypt's African diplomatic ef-
fort, so his visit is nothing
more than window-dressing.

According to documents we
have obtained, Egypt is
secretly building up its war
machine, including ballistic
and cruise missiles and for-
bidden chemical weapons;
and the Israeli government is
quietly tracking the rapid

growth of Egypt's military
might.
Our sources say that Egypt
attempted to obtain illegal
chemical warfare materials
in the United States a plan
that backfired. On April 15,
Mubarak was forced to fire
his defense minister,
Mohammed Abdel Halim
Abu Gazala, after U.S. of-
ficials implicated top Egyp-
tian intelligence agents in a
bid to procure the banned
materials. Mubarak acted as
the American probers
gathered data that would be
personally embarrassing to
him.

new U.S.-Egyptian
cooperative arms agreement,
elevated Egypt to equality
with Israel and America's

contolled American firm, In-
tegrated Research Corpora-
tion, of Sacramento, Calif.

Despite being exposed by
America, Egypt continues its
chemical warfare projects,
which are larger than Libya's.
According to testimony
before the Senate Armed Ser-
vices Committee last month,
the pace of proliferation of
Egyptian ballistic and cruise
missiles has accelerated alar-
mingly. The cruise-type
missiles fly at extremely low
altitudes and are difficult to
detect by radar. Saudi Arabia,
Libya, Syria, and Iraq have
also stepped up their acquisi-
tion of missiles.
No less disturbing is
Egypt's tilt toward Libya, the
main Soviet client state in
the area.
Here lies the core of the
growing problem between
Israel and Egypt. Cairo is
ready to cooperate with a
regime or with a political
leadership that engages in
terrorism. Israel will not. So
when Boutros Ghali told
Israeli leaders in Jerusalem
this week that they must talk
directly to the PLO, with
Egypt the intermediary, he
got a flat no. And the gulf bet-
ween Israel and Egypt con-
tinues to widen. ❑
