William Safire:
Faults Baker.

and Gaza, he gave Arens "no
hint" of his intent. This show-
ed the Israeli government,
said Safire, that it "would not
be forewarned of major Bush
administration pro-
nouncements on Middle East
policy."
The effect of these
"deliberate insults," said
Safire, has been to give
Israel's political right,
especially that branch in-
fluenced by Arik Sharon, a
"big political boost."
At next week's Likud Party
central committee meeting,
Safire expects Sharon to
"scornfully cite" Baker's "in-
flammatory phrase, 'no
Greater Israel,' " and charge
that the government's offer of
elections to allow Arab
autonomy "guarantees
American pressure for Arab
sovereignty. This argument
could reshuffle the political
deck . . . "

Arafat Rejects
Election Plan

United Nations (JTA) —
Yassir Arafat said in a state-
ment Monday that he
"categorically rejects" Israel's
plan for Palestinian elections,
calling the plan a "fake
political project."
The Palestine Liberation
Organization "categorically
rejects this fake plan, which
is inimical to its high aspira-
tions," the PLO leader said.
Israel has called for elec-
tions in the administered ter-
ritories to allow Palestinians
to choose representatives to
negotiate with Israel.
But Arafat said the PLO
would only consider elections
"following withdrawal of the
occupying forces, under inter-
national supervision, from
Palestinian lands."
