Palestinians living outside
the territories be allowed to
vote? And what powers would
the proposed autonomous
West Bank and Gaza authori-
ty have and from where would
they derive?
"The Bush administration
chose to center its Middle
East peace efforts on elections
because elections are a safe
issue," Korn said. "Besides
being a sacrosanct principle
of democracy, they were
agreed to by Israel all the way
back in 1978 when it signed
the Camp David frameworks.
"But playing safe does not
mean playing successfully.
The media and the public
should not be misled: elec-
tions are almost certain to be
a dead-end street. While the
President and the Secretary
of State move down that
street, they are slowly
squandering the precious op-
portunity that the first year
of office offers an administra-
tion to design a serious policy
for bringing peace to the Mid-
dle East."
Korn did not offer any alter-
natives to the Israeli
initiative.
Criticizing the administra-
tion's approach from a dif-
ferent perspective was Dr.
Allan Gerson, who served as
counsel to the U.S. delegation
to the UN from 1981 to 1985.
"The Baker plan for a redfin-
ed path to Arab-Israeli peace
is characterized by good in-
tentions, rationality of design
and earnestness," he wrote in
the Washington Times."
"Its flaw is that the
elements for a workable deal
— mutual acceptance of its
basic premises by all concern-
ed parties — do not seem to
exist presently or to be likely
to come together in the near
future," he continued. "Of
course, if the Palestinians
take advantage of the rather
innovative idea of bringing
democratic means to bear on
their conflict with Israel by
participating in the plan for
elections of local leaders, this
may change matters. But so
far there do not seem to be
any takers.
"This is not to say that Mr.
Baker should be faulted for
trying, only that he should be
fully aware of the expecta-
tions that he is raising and
the price of failure."
In the meantime, the
United States is continuing
its efforts aimed at winning
broader support for the Israeli
proposals. O
