Shultz was speaking to the
Anti-Defamation League of
B'nai B'rith as he accepted
the organization's Marilyn
and Leon Klinghoffer Award
for Exemplary Action Against
International Terrorism.
The mutual affection bet-
ween Shultz and the Jewish
community was evident at
the ceremony, which
highlighted the opening day
of ADDs 76th annual meeting
here.
Both Israeli and American
Jewish leaders lavished
praise on the former secretary
of state, lauding him for his
consistent support for Israel,
during his time in office, as
well as his tough stand on
Soviet human rights policies.
That affection seemed un-
diminished by Shultz's deci-
sion last December to initiate
a dialogue between the
United States and the
Palestine Liberation
Organization.
The American Jewish com-
munity has a romance with

Kampelman told Shultz.
Kampelman worked under
Shultz as chief arms
negotiator with the Soviet
Union.
Diplomatic sources in Nice
said it was very unlikely the
Arab resolution would have
garnered the required two-
thirds majority needed to ex-
pel a member, had the matter
come to a vote.

Israel Is Ended
Paris (JTA) — The Arab
states, bowing to American
pressure, have withdrawn a
demand that Israel be expell-
ed from the International
Telecommunications Union.
The 179-nation body, a
United Nations agency, is
meeting in Nice, France.
The resolution, submitted
by Saudi Arabia, Syria and
Qatar last week, was the first
in the organization's history
seeking the ouster of a
member state. But it was
withdrawn before it could
even be discussed.
The Arab bloc, led by the
Saudis, backed down after the
United States requested it
not politicize a technical
organization.
The ITU lays down rules for
international cooperation in
cable and telephone ex-
changes, radio broadcasts,
television channels and
satellite communications.
